This is set against the backdrop of an ongoing, stalled debate over anti-research legislation in the Canadian Parliament. It looks likely that any bill might die rather than be passed, and arms of the Canadian government are proceeding with the allocation of research funds in any case. On the whole, not a shining victory for progress, but a victory nonetheless.
